中信国安盟固利（简称MGL）位于北京中关村高科技园区，主要投资方为中国中信集团公司所属的中信国安集团公司。中信国安盟固利新能源科技有限公司的董事长是中国中信集团公司前任董事长王军同志。中信国安集团公司经营业务主要涉及信息产业、新材料制造、矿产资源的综合开发利用以及旅游和房地产开发等领域。中国中信集团公司是经邓小平同志亲自倡导并批准，由前国家副主席荣毅仁先生于1979年10月创办，业务主要集中在金融、实业和其他领域。经过二十多年的发展，中国中信集团公司现已成为一个拥有一万多亿资产的国际化大型企业集团。
MGL的生产经营内容主要有锂离子二次电池正极材料与动力锂离子二次电池的研发、生产和销售。现在，MGL是国内最大的锂电池正极材料钴酸锂和锰酸锂的生产厂家，同时也是国内外唯一大规模生产动力锂离子二次电池的厂家。MGL还从事锂电池应用技术和天然化学物质分离与提纯技术等方面的研究开发。经过近十年的努力，MGL已经发展成为业务涉及技术开发、产品生产和销售以及投资等方面的综合性大型高新技术企业。
动力锂离子二次电池产业有着良好的发展前景，是今后MGL产品最重要的发展方向之一。在中国以及全球都面临着严重的石油资源问题以及城市大气环境污染不断加剧的今天，发展不用石油且没有废气排放的纯电动汽车被认为是解决能源和环境问题最有效的方法之一。由于动力锂离子二次电池具有体积小、重量轻、电压高、自放电率低、资源丰富、对环境友好以及无记忆效应等特点，以高能锂电池为动力能源系统的电动汽车今后将成为最具有发展前景的一个新兴产业。人们完全可以利用现行电网充足的夜间电力对车载动力锂离子二次电池能源系统进行充电。随着科学技术的进步，今后的锂电池能源系统会与太阳能和风力发电结合起来，真正实现自然清洁能源的应用，从而达到人与地球的和谐。
Located in Beijing Zhongguancun Science Park, CITIC GUOAN Mengguli Corporation (MGL) is primarily invested by CITIC GUOAN Group, a wholly-owned subsidiary of China CITIC Group. Mr. Wang Jun, former Board Chairman of China CITIC Group, is currently the Board Chairman of CITIC GUOAN Mengguli New Energy Technology Co., Ltd.. CITIC GUOAN Group has presence in such industries as information, new materials, comprehensive mineral resources exploration, tourism and real estate. Ratified by Mr. Deng Xiaoping, China CITIC Group was founded in October 1979 by Mr. Rong Yiren, former Vice Chairman of the PRC. Over more than twenty years development, China CITIC Group has made itself a large-scale international enterprise group with total assets of more than 1000 billion yuan.
MGL’s business scope covers the R&D, production and sales of lithium-ion secondary battery cathode materials and lithium-ion secondary power batteries. At present, MGL ranks China’s largest manufacturer of lithium-ion battery cathode material LiCoO2 and LiMn2O4, and it is the first to realize mass production of lithium-ion secondary batteries at home and abroad. Meanwhile, MGL is also engaged in the R&D of lithium-ion battery application technology, separation and purification technology of natural chemical materials. Through nearly ten years efforts, MGL has developed into an all-round large-scale hi-tech enterprise with its business extending to the R&D, production, sales and investment.
Foreseeing a promising prospect, lithium-ion secondary power battery will be one of the most important development directions of MGL in the future. As oil resources and environmental pollution have become a serious problem facing China as well as the whole globe, the development of pure electric vehicles without petroleum and exhaust gas emission has been regarded as one of the most effective methods to solve energy and environmental protection problems. Lithium-ion secondary power batteries boast such merits as small size, light weight, high voltage, low self-discharge rate, environmentally friendly, and no memory effects. Therefore, pure electric vehicles with high energy lithium-ion batteries as power source will become a most promising emerging industry. People can use the abundant electricity supply during night time to charge the on-board lithium-ion secondary batteries. With the development of science and technology, lithium-ion secondary battery power system will be combined with solar and wind power in the future, realize the application of natural clean energy, so as to achieve harmony between people and the earth.
